Judging from the number of people out there complaining about this, I think it's cross platform. Two separate things they suggest fix this for me:
This issue seems to only affect NVIDIA when the PostFX option is set above High
Same prob, on the 580 and 590 drivers.
If i switch to the vulkan-nouveau driver, all good.
On AMD i get no problems.
Yeah, I can also repro on RTX 3070 and it looks like it's an issue with some floating point values being handled differently when a texture is cleared compared to RX 7600. Those values are clamped to a more reasonable number with RADV, but turns into infinity on the proprietary NV driver.
This should now be fixed on Proton Experimental bleeding-edge. I tested with 590.48.01 and could no longer see any issues in the intro.

Cutscenes in the game are behing a heavy depth of field blur. With some cutscenes, you can see the focal point in focus and the rest automatically turns into a harsh blur after few cm. Additionally in some scenarios where DoF intensity is increased during gameplay, I see blobs of blur with hard edge cutoffs.
Played this Enhanced version on Windows a few days ago with latest drivers and haven't noticed anything like that.
