No my GPU is the 9070XT so I would not need the RDNA3 workaround sorry for the typing mistake
So after a lot more time trying to debug this, trying everything under the sun I decided to do something I should have done sooner. Installing windows 10 and trying it out on it.
Well I am "glad" to announce this issue was not a software problem and should not have been posted here...

Hello since (at least) borderland 4 launch on september 12 when ever I use the PROTON_FSR4_UPGRADE=1 I get FSR4 working in game but I also get a image full of aretefact looking like black square poping in and out of existance
I tried multiple proton version and both FSR 4.0.2 and 4.0.0 with the commnand PROTON_FSR4_UPGRADE="4.0.0" and checked in game if the version was good and both did have the same problem
I tried base Mesa or Mesa-Git redoing the test and same result
I tried it on arch and now cachyos same result
I undid all my underclock for testing and nothing changed
