The issue isn't VKD3D, it rather seems to be the Vulkan driver in general for Intel Cards (Both integrated and dedicated ones).
For example with my Intel Arc A580 I tested the new Vulkan renderer in Minecraft:

Yeah Intel Linux Vulkan driver is not on par for DX12 level games, for DXVK games the performance is already very good. Let's see if vulkan descriptor heap implementation in the Intel Vulkan ANV driver changes the situation but there could be other issues too ie how vkd3d-proton talking to RADV driver and not doing the same for Intel driver

There are enough reports about bad performance with ANV, so I don't think I need to create yet another issue regarding that.

With the latest testing, it shows that Intel graphics performance is comparable to Windows or even better except for games using VKD3D-proton. When tested with Ubuntu 24.04 vs Windows 10 with both having latest stable drivers, Ubuntu performance is comparable or even excelling for Mesa3D to Windows when tested for OpenGL, Vulkan and DXVK games. I have tried using xe kernel module besides the default i915 module but the results for vkd3d-proton performance do not improve (almost more than half the performance of Windows). Also, tried Wine with NTSYNC resulting the same performance issues. Mangohud shows that GPU clock reaches close to maximum 1100 MHz and also CPU clock in Turbo frequency here and there just like OpenGL, Vulkan and DXVK games but performance is still low for vkd3d-proton. So, the performance of Intel graphics stuck at low for D3D12 games on Linux.
One good thing during the testing with latest Mesa3D there is no graphical glitches in Intel graphics just like Windows, just the performance is less than half
