Symptoms

When playing on a controller, Steam's on-screen keyboard does not work for typing into text boxes, which prevents starting new games or creating new characters.

Reproduction

Open the game, choose the option to "Select Game", then create a new game. A text box will appear for naming the save file. Bring up Steam's on-screen keyboard and attempt to type with it.
