Symptoms

Controller (Xbox Elite Series 2) does not work when reconnecting after a disconnect using (Proton Experimental, Hotfix, and 11.0-2. This isn't a problem in other games. Proton 10.0-4 works fine and reconnects properly. Proton 9.0-4 reconnects properly, but doesn't work right (stuck with up input). This seems to be similar to issue 7952, but for this game only. https://github.com/ValveSoftware/Proton/issues/7952

Reproduction

Start game with Proton Experimental, Hotfix, or 11.0-2, disconnect or power off controller then reconnect it.
