Right now if a game setup fails for some reason or uninstaller doesn't work properly Steam cannot perform a proper cleanup of a windows game.
What is probably needed is a bruteforce option to wipe both gamecontents and a winebottle if sth goes wrong during uninstall.

Also as I see right now there's one winebottle per game anyway so there's no reason not to just wipe them clean altogether by default.
