Hello @kenogo, we're using one issue report per unofficially supported game title, so I've gone ahead and transferred this issue report to https://github.com/ValveSoftware/Proton/issues/304#issuecomment-427465360.
Closed or not the error looks highly similar if not same as https://github.com/ValveSoftware/Proton/issues/424
Possibly bad download. 424 was fixed by Steam verify of files, but one full re-install should be attempted to see if that does fix it should verify fail to do so. Then you can go from there should that also fail.
@Xavron Checking integrity of game files didn't change anything, reinstallation of both the game and Steam as a whole didn't change anything. The key was to use the command mentioned in that thread:
PROTON_USE_WINED3D11=1 %command%
It's now running, thank you very much!

It does go into the launch options for the game just as you see it from the capital P to the last % =)

Reproduction
It seems that other people got Cuphead working, so I don't know how to reproduce that error. For me, it was just installing Cuphead and clicking "Play".
