I've found a work-around. Copy the contents of https://pastebin.com/hU6qV8BC into a file called killer7.ini in the following directory: /steamapps/compatdata/868520/pfx/drive_c/users/steamuser/Saved Games/killer7/
It seems to be an issue with the Configuration Tool not creating this file.

Can confirm that I was able to get in-game using Admiral124's workaround.
I was able to play it too.
game runs perfectly but on all proton versions u can't aim with the mouse, and playing with a ps4 pad is so frustrating, i'm stuck at the second ayame fight

Doesn't happen when I try it, but im noticing reports starting to pop up where the game starts up with the screen tinted blue for some reason.
@waspennator it was a driver issue affecting rdna3/4, it's been fixed upstream but requires git for the time being
