I can confirm the problem with intro video being played back very slow (the intro can be skipped to get to the game faster with method mentioned here https://pcgamingwiki.com/wiki/The_Evil_Within_2)
But I can not replicate the problem with crashes on my setup, I also tried the savefile m-svo attached. And tried crouching through the bushes, also tried crouching through bushes on other places in the game too, but no crashes. I think that problem might be isolated to only Nvidia GPU's, or that the problem has possibly been fixed in Proton 3.16-6 Beta that I'm using.
There appears to be a problem with audio/video going slightly off-sync in cut-scenes if not using vsync (not sure if this happens on Windows)
The performance is 40-50fps at 1080p with the settings mentioned below (game does not perform very well on windows either)

I also have a problem with crashes while crouching through bushes using Proton 4.2-2. The same issue occurs whether I'm using DXVK or WINED3D.

Load the save, exit the garage, turn left and crouch through all the bushes you see, starting from closest.
Note
Tested also on Ubuntu 18.04, kernel 4.15, nvidia 396.54 - the issues are there, too.
