Looks like this game would benefit from Media Foundation support.
Reproduced both issues.
I can confirm the problem with videos being skipped. For me the game always launches in borderless even though it is set to fullscreen, note that the game has separate options for windowed, borderless and fullscreen (don't know if this is an issue with the game on Windows too)

Same problems persist, Full Screen and Borderless mode behave the same (like the game is running in borderless windowed mode, can't alt+tab to desktop but that can be worked around by moving the game to a different workspace).
The videos do work if Microsoft Media Foundation is manually installed.

There is some occasional audio popping/crackling. PROTON_NO_ESYNC=1 appears to fix that (even though I have ulimit set to 1048576). I mistakenly thought first that changing Pulse Latency had fixed the audio.

With Proton 5.0-7 the same problems remain, game skips cut-scenes but is otherwise playable.
I tried it also with unofficial/custom Proton 5.8-GE-1 (and with that the game crashed immediately on launch)

Game is working now including videos with default Proton on AMD CPU's. However it does crash on Intel 10th gen and newer CPU's because of the Unreal Engine SHA/OpenSSL bug that I detailed in issue #5830 (so this is not a Proton specific bug, it is a bug in the game that is probably never going to be fixed).
So on my current setup with Intel i7-12700T CPU the game crashes after a few seconds/minutes of gameplay. But launching the game with option "OPENSSL_ia32cap=0x20000000 %command%" there are no issues. For reference including logs of playing the game with and without the workaround:

I tried running Echo through Proton and while it launches and plays the cutscenes don't play. There is no errors or anything, they are just skipped and the gameplay starts. Also every time I launch the game it is in windowed mode. It says fullscreen but is in fact Windowed. I have to set it to Windowed and then back to fullscreen to get proper fullscreen. The Steam AppID of the game is 551770. I added PROTON_LOG=1 %command% to the game's launch od got the following log:
