Symptoms

When I launch the game, the menu select highlight keeps going up, even when I move the mouse, menus are nearly impossible to navigate. In game the character moves alone forward. All this stops when I unplug the keyboard.
I've confirmed this happens on Monster Hunter: World and GTA: San Andreas.

Reproduction

I launch any the game and instantly does this.
