For me the native version runs perfectly, maybe you could try that?
Apparently people have experienced issues with some mods when using the native version.
Ok that's fair, I've experienced that with at least one mod before.

The issue I'm having is with Rimworld on CachyOS Linux on steam is that I have to delete the app manifest to get it to work every time to get the game to work and the mods to download, but when R restart Steam or you know turn off my computer and come back to it its all broken again and i have to do it all over again but basically all the mods end up stuck on downloading and only way I've figured out how to fix it is via deleting the app manifest and that's on proton GE proton 9.0 Proton 10 (steam native Linux scout) and a few other varients I've tried.
currently I'm using the native Linux runtime which is Proton CachyOs steam Linux, I'm not sure if that's the correct term I'm on windows atm cause i wanna play Rimworld but on Linux if I'm correct that's what it gives me

@mnikas155-stack the proton issue tracker is for proton issues, if you are using the native version of the game with the steam runtime then the reports shouldn't go here.
I checked the game with both proton 10 and the native version, with steam stable and steam beta, 10 steam sessions, 11 mods downloaded, none got stuck.
I'd open the game
Go to the mods section
Select install from workshop which opened the workshop page in the steam overlay
Select a mod and let it download
Close the game, then steam
Reopen steam and repeat the previous step
Sometimes changing steam client version between stable and beta or between the windows and linux versions of the game
As you have both linux and windows it's important to point out that setups using ntfs aren't supported as they are known to cause lots of issues. If the game is in a ntfs partition the first thing you should be trying is to move it elsewhere.
If the game is not on a ntfs partition, it is necessary that you provide some logs. When using, proton you can get some logs by using this as the launch parameter: PROTON_LOG=+steam,+steamclient,+wininet,+winhttp,+winsock %command% then run the game, get the mod downloads stuck, and finally upload the resulting log file in your home folder that will be called steam-294100.log
