This game has an issue where the detail textures won't work after the game has been launched. The "Detail Textures" checkbox will need to be unchecked and rechecked in preferences before it works.
Here is how textures look in game before making any changes to the settings:

Every time the game is closed and reopened detail texture stop working again and the setting needs to be rechecked again.
This is the vanilla game with no unofficial patches on my Steam Deck LCD running on SteamOS 3.7.8 with Proton Experimental. Other than this issue the vanilla game seems to run well on Steam Deck with a custom controller layout. The "Detail Textures" setting is checked by default on a fresh install. On Windows detail textures will work with no changes to the settings.

Symptoms
When launching the game for the first time, the game will crash with an error. It seems to involve the default resolution and colorbits being 640x480x16. Once I changed the resolution settings in the "Unreal.ini" file, the game started fine with the default D3D render.
Upon looking for an updated render for this game, I stumbled upon a couple options. Two being D3D10 and D3D11, and another being an OGL option.
D3D10: https://kentie.net/article/d3d10drv/index.htm
D3D11: https://www.moddb.com/mods/unreal-directx11-renderer-for-ut-ug-rune-and-dx
NEW OGL: https://www.oldunreal.com/cgi-bin/yabb2/YaBB.pl?num=1585941282
OLD OGL: https://oldunreal.com/specialpatches.html
I personally don't like the D3D renders, as I feel the updated graphical effects are not faithful to the original game. OGL on the other hand, is perfect. The OMP patches OGL builds are 2005 for "v0.2", and 2011 for "experimental OMPv0.99". The other OGL render from the forum page, is dated 2014, so its the prefered and most recent.
Of course this is for Steam 226b. You can also simply download the 227 patch from oldunreal, which is the best and simplest route.
