I'm also seeing the same issue on Manjaro with proton 5.13-1
How to create a new binding, though? Googled for it, didn't find anything, if Valve personnel can tell us it might serve as a workaround while this issue is not resolved. I, for one, would immediately send such workaround to protondb.
Why doesn't the 'create new binding' button work when stumbling upon this error?
I worked around some of the startup issues and I was able to copy and publish Index bindings for this game on Steam's workshop, but although they seem perfectly fine and in sync with the knuckles.json provided with the game (under /steamapps/compatdata/559330/pfx/drive_c/users/steamuser/Local Settings/Application Data/Fisherman/Saved/Config/), the clicks still don't work. BUT by publishing this binding I might at least enable people to try and have an input profile for their knuckles on this game, which is a progress, I guess.
FYI: Someone contributed knuckles bindings which works very fine.
It is called "seba's fishing with index bindings for linux"
and was one of the first community bindings listed here.

Symptoms
The game starts fine but the knuckles device mapping isn't loaded.
The game is therefore unplayable as you can't do anything in the main menu
motion of the knuckles is recognized, the buttons are not.
upstream once had the same problem on windows, but fixed it:

this seems to be exactly the same bug as in
https://github.com/ValveSoftware/Proton/issues/3483
the only difference is, that you can workaround the issue in Walking Dead as there is a community controller setting available.
