Regression: In front of certain lighting effects on Proton 5.0-10, there are points where the game drops down from 60 FPS to 53 FPS (Expected Behavior). In Proton 5.13-6, it gets worse by dropping down to roughly 42 FPS, and then in 6.3-4 it drops to roughly 29 FPS. (Checked with Mangohud, experienced both enabled and disabled.)
Hello @CoatlessEskimo, please add PROTON_LOG=1 %command% to the game's launch options, reproduce the regression with Proton 6.3, and attach the generated $HOME/steam-$APPID.log to this issue report as a file. (Proton logs compress well if needed.) Also, please copy your current system information from Steam (Steam -> Help -> System Information) and put it in a gist, then include a link to the gist in this issue report.
I exited the game by closing it about 10-15 seconds after the lag started occuring.
Update: On all versions, forcing the game to let go of the mouse cursor after changing fullscreen to toggled on and applying it (such as by changing workspaces in i3) causes the following error (none of the buttons are clickable):
Unhandled exception has occured in your application. If you click Continue, the application will ignore this error and attempt to continue. If you click Quit, the application will close immediately. \n\nHRESULT: [0x80004005], Module: [General], ApiCode: {E_FAIL/Unspecified error], Message: Call failed.
The screen also flashes white when you press the Super Key, even if bound to nothing when the game has been made crash prone.

@CoatlessEskimo Could you upload a save file that is close to a place where the lag inducing lighting effects are?
