I have some more information on this issue @kisak-valve . Running Stormworks on the exact same binaries outside of Steam appears to work perfectly and avoids the weird mouse issue that affects some players on Linux. Is there any specific Steam configuration for Arch Linux that is different than Ubuntu for example regarding the mouse/input device? I am trying to track down what Steam is doing that could be causing this on some distributions but not others
for further information, this issue appears to present itself with Steam Link/ Steam Streaming as well on Windows. From my research all reported instances of this issue on Linux involve an AMD CPU, although it could be unrelated (2x Ryzen 9 3900X, 2x Ryzen 7 2700X, 1x FX-8350).
Can confirm issue on Intel CPU (i7-4790) with AMD GPU (RX 580) running the game under Xwayland.
@jinks what resolution monitor are you using? Also what mouse?

Moving the game to the other Monitor has no effect.
But that gave me an idea... Unplugging and re-plugging the mouse worked, although the movement still feels twitchy since horizontal and vertical movement seem to be "disconnected".
@jinks unplugging and re-plugging my mouse unfortunately does nothing. We need more data on this so we can figure out what the common theme is
Can confirm with a R5 5600X and 3080 FE running latest release of both Stormworks and proton 6-3.2 with a 27inch 1440p
and a logi G903 lightspeed

Edit: think i found something, i tried my wireless logi K400+ Keyboard and touch pad and it seems to work fine, could it be something to do with logitech ?
sadly after touching the mouse in the slightest the spinning starts and does not stop
what im thinking is it could be something to do with the Logitech mice and proton.
I tried a different mouse and has the same problem unfortunately. I wonder if I should try uninstalling my logitech mouse drivers. Will update

I can confirm this bug as well.
Tried over a dozen proton versions, 4.11, 5.x (many), 6.3, 6.5 all the way up to experimental.
However, it also works on my system when I run it "outside steam."
I tested the game on a laptop and it worked. Even with my same steel series mouse. I wonder if the motherboard chipset has something to do with it?
Using the latest proton experimental, and starting a fresh new game, "almost works"... but does not resolve the problem. You can look in one direction before it starts spinning.
Specs: Ryzen 9 3900x, x570 motherboard, 32GB RAM, Mint 20.1, Steel Series Rival 310

I can confirm (after being notified by solorvox) that Proton-6.14-GE-2 fixes this issue!! I'm not sure exactly what ended up fixing it, but it might be worth investigating now that we know a solution exists @kisak-valve ? Sorry to ping you if I shouldn't have!
Hopefully whatever fixed this is included in a future version of Proton. Proton experimental still does not work. Will leave this issue open until a version of Proton fixing this comes out

Symptoms
The game launches fine and appears to run fine, with everything in the menus being clickable and working properly. When you load in to a game, the 3D camera is not fine. Small mouse movements cause the camera to spazz out and jump around everywhere. This makes the game completely unplayable. It used to work alright, but I think some combination of Proton and system software updates broke it. I attempted to perform regression testing but could not make it work on older kernel versions etc either.
Reproduction
Launch the game, start a new save or load an existing one, attempt to look around once loaded. It will not follow your mouse movements.
