Whenever watching videos in a web browser or having the program OBS Studio open, the frametimes in the game I'm playing with Proton will "oscillate" very rapidly, causing input to stutter/cut out.
When playing video:
When not playing video:
It appears as if every other frame takes significantly longer than the previous.
This only happens when playing games with Proton, and playing games native to Linux (Minecraft, Garrys Mod, Portal, etc.) does not have this happen. I've tested and observed this on both proton experimental and in version 5.13. Additionally, this only happens when watching videos in firefox, watching videos in a chromium-based browser like Brave does not produce the same issue.

GPU: GeForce GTX 1070
CPU: Intel i7 7700
GPU Driver Version: 460
