Prefer the system gstreamer libs over Proton gstreamer libs

Maybe even move the Proton gstreamer libs to Steam runtime libs

Many, where videos don't play because of this issue.

It is possible to disable winegstreamer through winecfg it seems..
Since games in Proton run with their own prefixes it would be per-game configuration change.
