Does it behave any differently if you start your DE session in wayland?
If i gathered correctly that you are using KDE in X11 mode
I am on Wayland.
It's working on my end, albeit terrible performance, even lowering all graphics settings and selecting the lower FSR option, I can't get over 30fps when running it "as is", notice the fps counter on the lower left corner in this screenshot.
Then I tried using gamescope, and it's completely fluid (here's a small video of it). it has some frame pacing issues but that's probably down to the way I recorded it using gnome's built in screen capture. Also no fps meter because steam overlay is not working when using gamescope.
If you want to replicate, I'm just using gamescope -f -H 1080 -- %command% in the game's launch options.

Odd that it works on your end. I tried your launch command but I immediately get the crash reporter when I try to play.
Edit, after more testing, it works with Proton 6.3-8 but only if I don't use my mouse. The moment I just move my mouse the game crashes. So somehow moving my mouse with proton 6.3-8 causes the game to crashes.
Also tried the same with Proton Experimental and Proton 7.0-1 but there it crashed instantly again.
My crashes are because of my wireless keyboard and mouse. See this thread https://github.com/ValveSoftware/Proton/issues/5658.
That's weird, I have a Logitech Craft keyboard and a M720 mouse and I haven't had that issue. Maybe the issue doesn't show up on the flatpak version of steam/proton?
What happens if you unplug the reciever before launching the game, does it work then?
