Hello @legluondunet, please copy your system information from steam (Steam -> Help -> System Information) and put it in a gist, then include a link to the gist in this issue report.
I found the solution on the steam discussion for this game, turn off the numlock & all keyboard commands are recognized, of all the stupid things that can stop a game running this has to be right near the top of the list.

@legluondunet I would be laughing right now at the madness of it as I never knew there were keyboards out there without that key, from what I could see there's an app in Windows that can assign & disable keys, other than that I have no idea, I'm still trying to get my head round the missing keys.
ps holding shift & pressing Enter will get you through as well. I just found that out as well. ;)

Just Cause 1 finally works with Proton 3.16-8.
I played it one hour, it's stable, just one bug:

Game launches correctly with Proton 3.7-4beta, but the keyboard is inactive.
At the main menu, you have to press enter, but you press enter and that does nothing.
Only the shift/tab works for Steam overlay.
Gamepad does not work neither.
