Symptoms

I can't adjust my controller order in the Steam client for this game like I can other games:

I have to go to main menu in the game and go to Party Games to adjust it so my PS2 Controller is P1.

Reproduction

Start the game, Shift+Tab, and try to reorder the controllers. The work around is to select "Party Games" in the main menu and choose to reassign the controller to P1.
