First Comment to the Proton Github, not to get too off topic, but Aokana is one of my favorite VNs so i took the liberty to attempt retesting efforts.
I have my Steam Deck OLED updated to the latest versions & channels, Valve provides to the public.
I tested from Proton 9.0-3 --> Proton 8.0-5 --> Proton 7.0-6 & the results were largely inconclusive.
Proton 9.0-3 - 8.0-5 & 7.0-6 all ran the Opening without Test Footage using the Traditional Chinese Laguage.
I used Community Layout:

To make selecting Multiple Languages, effortless endeavor.
Not really a success per-se?
If I go back as far as the unsupported Protons, like Proton 6.3-8, then I can get the video to show test footage, other features like Touchscreen Native supoort do not work, but again these are no longer supoorted versions.
In-Essence: I failed to reproduce your issue.
I highly implore you to try the testing channels & report back here; i.e moving your Steam Deck to OS Channel: Main & switching to Steam Channel: Steam Deck Beta to see if the issue still persists for you.
(If you don't see the Main channel, enable Advanced Update Channels in Developer Mode)
They may have already fixed the issue.
I do have an LCD Deck and I would love to test Stable, but unfortunately I swapped the OS on it, it'll take time to swap back to retest, so for now these are my results as an Main Channel & Steam Client: Beta tester, as well OLED Owner.

I was able to fix the issue by switching to GE-Proton9-15 following the recommdation provided by firealpaca on ProtonDB.
Would still like to see the issue fixed on SteamOS Stable & official Proton builds though.
I couldn't reproduce this issue on steamos stable with the default proton version for this title (currently, 9.0-3), the video loaded as expected after switching the language to Chinese and starting the game again. Experimental was also tested with the game result.
I retested using 9.0-3, this time I noticed the gstreamer errors are also present when booting the game in English but the opening video played anyway.

Since this game's Deck shader cache is fairly sizable at 900MB, I suspect someone at Valve missed the files used by the TC localisation when trancoding them.
