Symptoms

Game needs to be run with "WINEDLLOVERRIDES="winhttp=n,b" %command%" or mods will only partially work, this mod for example "Ratling Race mod" will add the character portraits and sprites when installed, but the race itself will only show up with the command enabled.

Probably worth enabling in general for any games that use winhttp, like it was for dinput8.

Reproduction

Download the ratling race mod from the workshop here

Then start the game with and without the WINEDLLOVERRIDES command, notice that the ratling race shows up in the race list with the command, but not without it.
