Update: running game with launch params LD_PRELOAD="" PROTON_NO_ESYNC=1 PROTON_NO_FSYNC=1 %command% in steam options fixes the issues, and I haven't noticed a performance reduction in single player, but overall performance is heavily effected when playing large multiplayer lobbies.
Update: Enabling ntsync has fixed all performance and sync issues with the game. Works great with compatible kernels and proton version that currently support it.

Symptoms
NAV MFD does not update correctly. Live friendly and enemy unit tracks are not displayed in real time, updates take forever compared to playing the game on windows.
Have verified that app CPU cores are allocated to the game, and also tried lower niceness as far as htop can go, but no change in the NAV map updates.
NOTE: Have confirmed that NAV map has one of the few multi-threaded components in the game.
Reproduction
Launch game using official openxr launch option. Check NAV MFD while in a mission, and notice that none of the live unit tracks are updating correctly. The NAV map will pan correctly, but live unit tracks do not.
