Symptoms

Severe frame pacing issues, with framerate alternating between 60 fps and ~30 fps every other frame, resulting in visible stutter.
This happens even when framerate is capped to 60 fps or 30 fps via the Steam Deck performance overlay.
Blocking legacy online pings via hosts file (127.0.0.1 nba2k12.pc.2ksports.com) does not resolve the issue.

Reproduction

1. Launch NBA 2K12 with Proton 7 or GE Proton 10.7.
2. Feel the stutter in the intro video and throughout any gameplay.
