If this is of any help to proton (the Engine.ini modification), someone posted this over on protondb and it works for me

Same issue here
I have terrible performances with DLSS (approx. 30fps), and when I activate Frame Generation, I have regular graphic glitches, lags, I'm not really enjoing the game in this state... and don't want to use Windows just for this game...

Works for me but sometimes (very often), the Engine.ini disappear.

Every time Borderlands 4 receives a patch, after Steam applies the update and I relaunch the game, this command prompt window appears.
The error says that a .bat file under C:\users\steamuser\Documents\My Games\Borderlands 4\Saved\PersistentDownloadDir\... cannot be recognized as an internal or external command, or batch script.
I attached the Proton log from this run as steam-1285190.zip

Also, terrible performances with DLSS "performance" mode.
Reproduction
Install steam in rpm package (with dnf or ostree layering according to fedora distribution)
Download borderlands 4 and enable Framegen in settings.
Run the game.
