After the recent update to Proton Experimental (which appears to have been rebased from Proton 10 to Proton 11), FSR 4 can no longer be activated on supported AMD hardware.
I was successfully running FSR 4.1.0 on my RX 9070 XT using the FSR4_UPGRADE=1 option and placing amdxcffx64.dll in steamapps/compatdata/*/pfx/drive_c/windows/system32 with Valve’s Proton build, and it worked flawlessly.
