Describe the bug
When I try to start steamvr it starts normally, I can see the room with the grid but many green pixel-artifacts are visible. After about a seconds it freezes and soon crashes, saying:

SteamVR Fail
Oh no! SteamVR has encountered an
unexpected problem.
Restart SteamVR      (-203)

The thing is, it already worked one time when I installed all the things.
But then I shut my computer down and since then it won't work.
In the timespan where I can see the grey floor with the grid I can also move my head and it VR-y follows (with a little lag) but then it just crashes.

Expected behavior
I expected SteamVR to start and display this grey room where you have the grid on the floor and see the controllers and base stations flying around with the mountains on the distant horizon.
Without green pixel-artifacts.

In the SteamVR Web Console I see this red lines coming repeatedly until steamvr is shut down:

SharedCountingSemaphoreLinux::CreateVulkanCountingSemaphore: failed to create associated semaphores.
CVulkanVRRenderer::CreateGPUCountingSemaphore - Failed to allocate counting shared resource

Seems to be related to #252
