Describe the bug
SteamVR crashes with -203 error (Oh no! something has gone wrong...) when attempting to add a Big Picture Panel to the Steam Home environment.

To Reproduce
Steps to reproduce the behavior:

1. Go to Steam Home (default home on a clean install was used)
2. Open the menu to customize the home (upper menu button either hand on Vive controllers)
3. Select Items/Panels then add Big Picture
4. System instantly crashes. You see the Big Screen panel in from of you but headset no longer tracks but is a frozen image (turning your head allows the image to stay in front of you). After a few seconds it goes black. Generally I have to kill -9 from command line to stop SteamVR after this. The crash effects entire OS gui for several seconds before it returns to normal.

Other panels do not behave the same way. Chat panel for example works fine.

Expected behavior
It should open the Big Screen panel and allow it to be placed in the room.

OS: Linux Mint 19.3 Tricia
KERNEL: 4.15.0-74-generic
CPU: AMD Ryzen 5 2600X Six-Core
GPU: NVIDIA GeForce GTX 1660 SUPER
GPU DRIVER: NVIDIA 440.44
RAM: 32 GB
HTC VIve
Used Beta, Linux Beta and non Beta versions. The -203 crash happened on all. Versions 1.8.21, 1.10.1, 1.10.2
Steam Runtime Version: steam-runtime_0.20191210.1
