[BUG] Valve Index hands constantly opening and closing (on legacy bindings?)

Describe the bug
When using the Valve Index with Vircadia, SteamVR constantly sends commands that open and close the hands. I assume that this has only happened to me in Vircadia because it still uses legacy controls. It uses the OpenVR 1.11.11 SDK.

To Reproduce
It is kind of hard to reproduce as the Vircadia AppImages do not include OpenVR yet.
It can be compiled using Vircadia-builder on Ubuntu 18.04 or newer, or the AppImages can be used on Manjaro with openvr-git installed from AUR.

Steps to reproduce the behavior:

  1. Launch SteamVR
  2. Launch Vircadia (you can confirm the OpenVR library loaded at the start of the log/terminal output)
  3. Put on your Valve Index
  4. Feel, see and hear SteamVR constantly thinking you are grabbing and letting go of the controllers.

Expected behavior
A clear and concise description of what you expected to happen.

System Information (please complete the following information):

  • Distribution: Linux Mint 19.3 (Ubuntu 18.04), Debian 10 and Majaro
  • SteamVR version: 1.13.10 (and older)
  • Steam client version: July 28th 2020 at 22:37:46 (and older)
  • Opted into Steam client beta?: No
  • Graphics driver version: Nvidia 440.xx and 450.xx

Additional context
Changing the threshold on the grabbing inside SteamVR can be used to work around the problem. Maybe the standard legacy settings are just wrong?
