love the bugs where SteamVR/bin/linux64 just deletes itself.
this is just valve when they have to do linux work that isn't on proton or the steam deck

I have the exact same issue and I get the exact same log. I have tried SteamVR with and without the beta branch. I am running the latest version of Ubuntu, and I installed Steam via the flatpak from Steam's website.

When running SteamVR, it prompts me: "SteamVR requires superuser access to finish setup. Proceed?" Pressing "yes" just results in an error message: "SteamVR setup is incomplete, some features might be missing. See Steam client logs folder for details." After dismissing that message, SteamVR never launches, but the Steam page says it's still running, pressing "stop" does not change anything, and trying to launch SteamVR again results in a "SteamVR is already running" message. The only way to stop it is to exit Steam.

If anyone has found a fix for this, please tell me what it is! I'll update if I find a fix elsewhere.
