Bug description
When I start SteamVR, there is always 3 windows that open next to the steam dock and the Vr View on the computer screen:

• The steamVR settings window, with no title
• An empty black window with the title SteamVR Settings
• An empty gradient window with no title.
  If I close all those windows with my mouse, and try to open the settings again from the steamVR dock, it might open two windows: the one displaying the settings menu, without a title, and the empty one with the title "steamVR Settings".
  Another detail: I can navigate in the settings, clicking on General, Play Area, Dashboad, Controllers, Video, Camera, Startup/shutdown and Developper menus without trouble, but If I try to open the OpenXR menu, the window will crash, and a new empty black window will open with the title "SteamVR Settings" (not sure it's related to the three windows always displaying on startup though).

1. Start SteamVR
2. Watch the 3 windows on the computer screen

Starting SteamVR with no extra windows, and only
