Describe the bug
Steam VR fails when toggling the fullscreen view of the VR view. Needs two restarts until Steam VR comes up again, as it fails directly again when being restarted after toggling.

To Reproduce
Steps to reproduce the behavior:

1. Opt into Steam VR Beta, Steam Client Beta
2. Open Steam VR
3. In Steam VR monitor window, click the hamburger menu, click "Display VR view"
4. In the VR view window click "toggle fullscreen"
5. Observe Steam VR Fail (-203) message after a few seconds
6. Restart Steam VR via Steam VR monitor window, hamburger menu, quit Steam VR
7. Start Steam VR
8. optional observe message: Headset error
9. Restart Steam VR again
10. Steam VR with open VR view comes up, toggling Full Screen by hitting ESC minimized the VR view under the Steam VR monitor window, maximizing again: Goto 5.

Expected behavior
Toggling fullscreen in VR should toggle menu bar of the VR view window.
