I have the exact same issue. 5070 Ti on Fedora, arch and mint, driver 580, same visual artifacts.

I tried it now on my notebook too:

I have on my PC and the Notebook Arch Linux installed now. Both are running the nvidia-open-dkms drivers.
On my notebook, SteamVR works and I get a picture (it is using the dedicated GPU). On my PC even after switching from Manjaro to CachyOS and now to Arch I still get the same issue.
I then moved the steam folder so steam rebuilds itself again, still the laser disco going on - but only on PC.
That way I just can't pin-point what might cause this issue now. First I thought it was just NVidia, but on notebook it works. Then I thought it's because of dkms (I had the nvidia-open driver prior installed on the PC) but that also didn't changed anything.
But seeing the others here that have a RTX50 series GPU it might be an issue with that? Maybe with nvenc? If someone else is coming over this thread and has a RTX50 series GPU for whom it works, it would be great saying so! Just so we can clarify if it's per user/system or if it might be an issue with the RTX50 series.
Yeah, i've only found people with RTX50 series having this issue. I think that should be looked in to.
Another update:
I am quite certain it's the RTX 50 series that is borked with this. I just tested it with my prior GPU (RTX 4060) and with that one SteamVR (current beta 2.14.3) works without any issues.
The question is now: Is this an issue with SteamVR or something NVidia has to fix?

Anyone tried it with the latest 590.44.01 driver? I emailed nvidia directly and they asked me to try this driver, but i cant get it working on my system.

Issue:
I am currently running the 2.13.2 SteamVR beta (as well as the Steam Client Beta) and the live version of SteamLink on the HMD (but same issue with Beta channel).
I am able to connect my HMD to my PC via SteamLink, but I have a very colorful image. I attached a video to show the issue.
