Describe the bug
SteamVR fails to connect to the window manager after a recent system update.

• Happens with both SteamVR Beta and SteamVR Stable
• Happens with both Steam Native and Steam Runtime

To Reproduce
Steps to reproduce the behavior:

1. Launch Steam
2. Start SteamVR
3. See error

Expected behavior
SteamVR works like it did a few weeks ago
