On launching steam the process opens as expected, however, the GUI does not load correctly. It flickers in and out as if it attempts to render a UI but fails.

Using an old version of steam and using the -vgui seemed to have resolved this but updating to the latest version regardless of the -vgui no longer works.

Steps for reproducing this issue:

1. Install normally
2. Open up steam
3. UI will flicker once opened and never fully appear
