XWayland most/all new windows are opened at the smallest possible size
I have a similar issue. A small uninstall error message window, like in the screenshot, pops up on a 4k+HiDPI monitor.

Do you mention XWayland because you have tested with XOrg and these problems don't happen, or you haven't tested under XOrg at all?
I tested that in both GNOME on Wayland and on Xorg, also, with setting the display scaling to 100% and 200%, but nothing helped.

When i was using X, this issue didn't occur.
Recently i was using steam on my 4K TV which is scaled with the Plasma Wayland only per-display scaling option and the issue didn't occur - this also temporarily fixed the issue on my other displays, but upon disabling the TV display, it returned.
This makes me think per-display scaling might be the culprit, the "Legacy Applications (X11)" scaling setting doesn't affect the issue.

Please describe your issue in as much detail as possible:
When using KDE Plasma under Wayland, with steam running under XWayland, most or all additional windows opened by Steam will be at their minimum window size (settings, friends, any pop-up selection window before launching a game).
The expected behaviour would be the window opening at a preset size relative to the display size, so that all options or buttons are visible and/or accessible.
Examples:
This is especially frustrating if the window cannot be resized manually so buttons or selections are partially or completely inaccessible, as seen in the third screenshot where the launch options aren't visible.
