And the game changes it into this state after opening the game and then closing it again:

Essentially, it changes the display from a duel monitor set up to a "monitor overlay setting". One monitor is forced to show only part of what the other monitor is showing.

Even though the screenshot shows the second screen as blank, this is not the case. Both screens show info, but one monitor is simply showing a subset of the other monitor. Best described by the display settings shown on screen
