Opening a steam community tab (i.e steam workshop) and navigating pages will result in incorrect back/forward behavior where instead of going to the previous steam community page, it will bring you back to your game library.

Expected result:

1. Go to steam library
2. Go to game's workshop
3. Navigate workshop to a workshop item
4. Back a page
5. Return to workshop homepage

Steps for reproducing this issue:

1. Open steam library
2. Go to game's workshop
3. Navigate workshop to a workshop item
4. Back a page
5. Be returned to game library, not workshop.
