Please describe your issue in as much detail as possible:

Recently steam big picture's sound is very crackly, every time big picture is started (even if just transitioning to non-big-picture mode for a bit)

noteable is that the startup sound does not seem to be affected

Steps for reproducing this issue:

1. Open big picture (either directly or via the button)
2. move around to gets sound

Reproducibility: 100% on big picture restarts

Some additional information:
i am pretty sure the a good sound was still coming when i had version 1693527575 (from the last issue i opened here)

also the workaround is to start big picture, go to steam audio settings, select another audio device, then re-select the previous audio device and it just starts working

PS: moving around in steam settings makes double noise instead of once when clicked with the mouse (not with xbox dpad movement), should i open another issue for that?
