Found an issue on the Steam Forums noting that the Overlay may have been disabled globally. Turns out this was the issue, enabling the Steam Overlay in Steam -> Settings -> In-Game -> "Enable the Steam Overlay while in-game" fixed the issue. Closing as this was my error :-)

On the latest Steam Client Beta, the Overlay toggle for Steam Games and also Non-Steam Games is force disabled. The option is greyed out in the Properties dialogue.
For Non-Steam Gams, in the
localconfig.vdf, attempting to manually insert or update an entry under "Apps" enabling this by settiing"OverlayAppEnable" "1"does not work. When launching the game, its value is set back to"0". The "Include in VR Library" switch works, and the"DisableLaunchInVR" "1"setting inlocalconfig.vdfworks, so I don't think this is an issue with parsing this file. I also assume the"OverlayAppEnable"key has not changed, because Steam can correctly reset it back to"0"if I set it to"1".Steam Games

This worked yesterday before updating to the latest client beta (I was running
1698705032, which I found from my last report on this repo).Other information from this file, such as shortcuts, can be read correctly. Deleting and re-generating
localconfig.vdfdoes not resolve the issue.This happens with native games and games running via Proton.
