Please describe your issue in as much detail as possible:
DEPENDENCY: Steam is not minimized to tray, Steam is open but NOT the active/focused window
steam does not take focus after a steam tray selection from right click menu (ie Library, Store, Community)
the task icon changes color to show that there were updates and you can manually click on the task to bring up steam and see that steam has updated the select tab per your right click menu selection
My expectation is for steam to take focus like it does on Windows 10 (at least by default)

Make sure steam is not the current focused window and not minimized to tray
