Steps for reproducing this issue:

1. start steam with command:sudo -E -u $USERNAME DBUS_SESSION_BUS_ADDRESS=${DBUS_SESSION_BUS_ADDRESS} PWD=/home/${USERNAME}/install/share/gamemode nohup /usr/games/steam -tenfoot -nofriendsui -steamchina >/home/${USERNAME}/steam.out 2>&1 &
2. then steam starts with windowed mode
   3.and we also can't find the entrypoint of Big picture mode on GUI
