Hello @ColorblindMonk, this reads like an issue with the Steam client or the Steam overlay instead of SteamOS as a platform, so I've transferred this issue report to the steam-for-linux issue tracker.
I'm also having this issue on the Steam Deck OLED.
I can confirm same behavior on mine Steam Deck with Hardware decoding off.
I have current firmware/OS.
Yeah, same Issue here on OLED.
Interface is active but not visible.
If I turn on Hardware Decoding it is working again, but then remote play is not working.
Please fix. 🙏

Same issue here, steam overlay not working when hardware decoding is turned off. Makes it hard to use remote play, a shame as this is a killer feature and if it worked better it’d replace my Xbox and my ps5

saw this tip elsewhere, and it worked for me, disable the performance overlay before launching the game, my overlay worked again

Aww thanks man, that finally fixed it!
Still prevalent a year later.
Disabling the Performance Overlay doesn't resolve the issue.

I have issues running games in remote play with hardware decoding enabled, but once disabled the overlay is invisible during play. When pressing the home or quick access buttons, focus is still taken away from the game and UI sound effects can be heard when pressing buttons.
