Switching both to stable instead of beta allowed the deck to transfer a game from the PC. The port appeared only when a transfer was in-progress. The deck still failed to host a transfer.
Tried beta today on both devices, transfers worked from PC to Deck but not from Deck to PC (deck in desktop mode)
It seems like the feature has very weird requirements - originally my successful transfer was done on desktop mode without the deck being plugged in. However it seems that now I can host transfers from the deck even within big picture mode, but now the deck only transfers games (no matter if in big picture or desktop) when the charger is plugged in.

Local transfer worked PC -> SD, but I couldn't get SD -> PC to work no matter what I tried.
Plugging in the charger helped; now SD->PC is also working.

Steam local game transfer does not work even though it is enabled. Running the
sudo lsof -i -P -n | grep steamcommand does not show that the steam client is listening on 27040, like in issue #9938. Tested on both SteamOS and OpenSUSE. OpenSUSE does have the port open in the firewall, but it should still show up in the terminal no matter if the port is open or not. The only TCP line that has an asterisk is*:27036 (LISTEN)on both the Deck and the OpenSUSE PC.The transfers do not work in both directions (tested with the deck in desktop mode as the support page for the transfers claims that the transfers can originate only from desktop mode).
