Working fine for me, how are you trying to switch weapons?
Doesn't work with mouse wheel nor with weapon hotkeys.
Works as expected here. hud_fastswitch means you press the numeric keys and it activates that weapon, without it you need to press the button and then enter to commit it. hud_fastswitch does not do anything when using the mouse wheel.
I'm changing this bug to a feature request to make fast switch work with the mouse wheel (cause I want that too).
I think there was something wrong with my CS installation, also wasn't updating. I installed from scratch and it's working now.
I hadn't played 1.6 in a long while and I thought it had fast switch on the mouse wheel, guess I was wrong.

Sure it does, just make hudfastswitch 1 and then bind your mouse wheel to the slots you want to quickswitch to.
In DoD I roll forward and my pistol comes out, I roll backwards and my primary weapon comes out. or am I reading you wrong..
