I'm having the same issue on PopOS 22.04 and Ubuntu 22.04 with Ryzen CPU and Radeon graphics.

It seems to be related to this issue: https://github.com/ValveSoftware/steam-for-linux/issues/9383

I am able to get steam running with the following command: DRI_PRIME=1 steam -cef-disable-gpu

Update: managed to fix it on my computer by updating to the latest AMD GPU drivers (released 24th Jan)
