Steam Version: 1708479383 / Wed, Feb 21 02:10 UTC -08:00
Fedora - Bazzite (Desktop Version)
Opted into Steam client beta?: Yes
Have you checked for system updates?: Yes
GPU: AMD
The same problem exists in stable:

Please describe your issue in as much detail as possible:
The Radial Menus are hidden behind the game Window. I'm trying this on RetroDECK that I have added to Steam as a None Steam Application. The menus are clickable as the actions work on external controllers.
On the Steam Deck it works fine.
Steps for reproducing this issue:
Just use a .vdf file with a radial menu on a Desktop
You can also use our Steam Input .vdfs in our cooker builds.
All of them have a radial by holding select and moving the left joystick:

I have also tried to disable and re-enabled the Overlay settings under the In-Game tab in Settings.
