This sounds like the same issue as #10583. This also is affecting me on Linux Mint. Affects both beta and non-beta versions. Temporary workaround: go to Settings > Interface > toggle on/off Scale text and icons to match monitor settings (requires restart). I don't think this setting is the issue, but toggling it seems to temporarily fix the issue (until it gets stuck again).
I believe changing the 'Panel Visibility > Auto-hide panel' setting to 'Always show panel' (from 'Intelligently hide panel') has fixed the issue for me. Not sure if this is a Mint or Steam problem.

everything was working as expected till I launched Avorian after that I can no unmaximize the steam window, Big picture does max and unmax normally. I can move it to any Monitor with out issue but can not resize.
