Is this a Steam issue? You mention that our icon data is accurate, so would this not be a KDE bug?
I don't know where this icon is coming from. I have deleted all steam icons in /usr, but it still has an icon. Is the icon data perhaps compiled into the program?
It looks possibly like the icon set for _NET_WM_ICON is lacking alpha.
That _NET_WM_ICON data is loaded from public/steam_tray_48.tga.
OK, looking at steam_tray_48.tga, it is lacking an alpha channel unlike the other steam_tray files.

Hi, i'm having white pixels in the steam icon in the window bar.
I've checked /usr/share/pixmaps/steam.png and /usr/share/icons/hicolor/x/apps/steam.png for missing alpha channels, but they were fine.
I'm running Kubuntu with KDE 4.9. The white pixels are only visible on dark themes.
